Registration Rules

Registration must conform to Playing Conditions detailed in the Surrey Championship Constitution. Completed forms will need to be emailed to the Registration Officer (Anthony Gamble) before 31st May. You can choose either Word or PDF versions.

Reminder of Club’s responsibilities to register players and penalties for non-compliance

ALL CLUBS - FAILURE TO COMPLY WITH REGISTRATION REQUIREMENTS:

  • Failure to register players may result in the club being fined and or receiving a points penalty in accordance with Playing Condition 13(l) of the Surrey Championship Constitution.
  • The Executive will have the overriding discretion to waive all or part of the penalty.
  • No club may play any player who is not registered as required under the Playing Conditions detailed in the Surrey Championship Constitution.

NON-1st XI PREM/FIRST DIVISION CLUBS
Players participating in leagues outside of the 1st XI PREMIER & FIRST DIVISIONS fall into one of three categories:

  • CATEGORY 1 – All players except those in Categories 2 & 3.
  • CATEGORY 2 – A player that is contracted to a First Class County Club or who is on the M.C.C. Groundstaff. These players are either “Full Contracted” or “Home Contracted” depending on number of appearances for the respective Surrey Championship Club (see Constitution for guidance).
  • CATEGORY 3 – A player that is not ordinarily resident in the United Kingdom, and has spent the last English winter (1st October to 30th April) or part of it (maximum of 28 days) outside of the United Kingdom. Clubs can register only one CATEGORY 3 player and the registration must be made by 31st May of each year.

The definition of “Ordinarily Resident” shall be in the absolute discretion of the Executive who shall take into account among other factors whether the player has a home in this country, is in the country or is abroad temporarily or permanently, the length of any working contract abroad and nationality. Any enquiries should be submitted as above.

Registration Requirements:

  • Completion of a Registration Form is required for all Category 2 and Category 3 players. A blank version of the form is above and should be completed electronically and submitted to the Registration Officer as outlined.
NOTE: There is no requirement for clubs in leagues outside of the 1st XI PREMIER & FIRST DIVISIONS to register any Category 1 player.

1st XI PREM/FIRST DIVISION CLUBS:
Players participating in the 1st XI PREMIER & FIRST DIVISIONS fall into one of four categories:

  • CATEGORY 1 – A British or Irish citizen born in England and Wales and or has been resident in England and Wales for the immediately preceding four consecutive years and is deemed “Resident” (see Constitution for guidance).
  • CATEGORY 2 – A player that is contracted to a First Class County Club or who is on the M.C.C. Groundstaff. These players are either “Full Contracted” or “Home Contracted” depending on number of appearances for the respective Surrey Championship Club (see Constitution for guidance).
  • CATEGORY 3 – A player that is not defined as Category 1 and does not meet the criteria of being “Ordinarily Resident”. Clubs can register only one CATEGORY 3 player and the registration must be made by 31st May of each year.
  • CATEGORY 3a (EXEMPT) – Any player that is not defined as Category 1 but meets the criteria of being “Ordinarily Resident” in the UK.

A player will be treated as Ordinarily Resident if he has been resident in England and Wales for a minimum of 18 months before 31st March in the relevant year and he has not been out of England and Wales for longer than 35 days consecutively or 70 days in total during the previous two years.

Registration Requirements:

  • All players participating in the 1st XI PREMIER & FIRST DIVISIONS must be registered and accepted on Play-Cricket by 9pm on the Wednesday before the first match that the player will play in.
  • Previously produced guidance on how to register players on Play-Cricket remains the same and although the site looks different, the guidance still applies to much of the process.
  • For clubs that were members of the 1st XI PREMIER & FIRST DIVISIONS last season, please can you review your registered players, and de-register players that will no longer represent your club.
  • In addition to Play-Cricket registration, the completion of a Registration Form is required for all Category 2 and Category 3 players. A blank version of the form is available above and should be completed electronically and emailed to the Registration Office as outlined.

MID-SEASON PLAYER TRANSFERS (After Saturday 7th May 2016 – Match 1)
There were a few issues last season with player transfers, and there has been a slight tweak to the process this year in order to prevent disputes.

  • Any player wishing to transfer to a Surrey Championship club after making an appearance for any other club (in the Surrey Championship or elsewhere in the UK) will need to complete the Transfer Form. PDF or Word
  • The Transfer Form should be completed by the player and will request name, email and phone contacts for the origin club and the destination club. This form should be submitted to the Registration Officer as above.
  • The Registration Officer will subsequently make contact with origin and destination clubs to confirm the transfer process.

ADVICE ON REGISTRATION
Advice will only be given on questions relating to registration of players under the Rules & Playing Conditions of the Surrey Championship. To avoid duplication of work and conflicting information we ask that queries are made by only one person from the club regarding the registration of a player.

Before contacting the Registration Officer with any queries, please ensure that you have

  1. The player's name
  2. Details of the passport/s held
  3. Their immigration status in the United Kingdom
  4. What date they entered the United Kingdom
  5. Dates of when they have been absent from the United Kingdom in the last 48 months
  6. Whether they are playing cricket professionally abroad and who for
  7. What club they are joining you from

Managed Migration

The ECB have sent clubs various communications this winter about visa arrangements for overseas players and we strongly suggest all clubs with overseas players, review and digest this information carefully.

As per our pre season newsletters, it must already be clear that while the regulations in this area may not have been substantially changed from recent years, the level of scrutiny applied to the basis on which sportspeople are present in the UK will be greater, and the risk to clubs, if the wrong visa is held, will be accordingly higher. Again, we must recommend clubs look very closely at the ECB guidance and seek advice, if in any doubt, about the appropriate visa for their overseas player and what activities on the part of the individual and the club that visa will permit. The League cannot give advice in this area beyond issuing whatever guidance has been agreed between the ECB and the Home Office. (We can and will, of course, advise on our own rules for eligibility and registration of overseas players).
