Changes to the Constitution and Playing Conditions for 2020

AMENDMENTS TO THE CONSTITUTION

Rule 10 – Mandatory requirements for member clubs
Any 1st XI who fails to provide a competent scorer will be fined £50.

Rule 15 – Dissolution
A new Rule has been added to cover the position in the event that the Championship is dissolved.

PC5(a) – Points for a timed match
The team achieving a winning draw will now receive 6 points.
Each team will receive 6 points in the event a match is abandoned.

PC5(b) – Points for a limited-overs match
Each team will receive 5 points in the event a match is abandoned.

PC9 – Promotion and relegation
PC9(b) has been amended to make it clear that the team finishing with the most number of points in each of the top Divisions in the East and West Regions of Tier 4 shall be promoted to the 3rd XI First Division of Tier 3.

A new rule has been introduced to provide that, where a team has conceded 2 or more fixtures during a season, they shall not be eligible for promotion.

PC13 – Player registration
The trigger for needing permission to play a player in a lower XI during the last 5 weeks of the season, where that player has been playing a higher XI during the course of the season, has been reduced from 12 to 10.

PC15 – Special provisions
Where a Panel Umpire decides that a Level 1 or Level 2 offence by a member of the batting side has occurred, they may inform the batsman at the crease instead of calling the batting captain onto the field of play. The captain shall be informed at the next interval.

AMENDMENTS TO PLAYING CONDITIONS.

Tier 1
The rule concerning No Balls will now read:
"The free hit delivery after a no-ball counts as a ball in the over unless it, in turn, is a wide or any form of No Ball."

Tier 2
The rule concerning No Balls will now read:
"The free hit delivery after a no-ball counts as a ball in the over unless it, in turn, is a wide or any form of No Ball."

For matches where there is no panel umpire, if one team provides an umpire but the other doesn't, that umpire will be entitled (but not obliged) to stand at the bowler's end throughout the match.

The 5th Division of the 1st XI and the Premier Division of the 2nd XI shall now play under the Tier 2 playing conditions, save that all matches for these divisions shall start at 12pm, including in the last 2 weeks. Further, given the absence of panel umpires, the target over rate is 16 overs per hour and therefore:

  • limited over matches shall finish at 6.50, but with a scheduled finish of 7.20 pm in the event of any delays to the match so that the Golden Half Hour is utilised; and
  • timed matches shall finish at 6.50, or when the minimum allocation of 100 overs has been bowled, whichever is later.

Tiers 3 and 4
For matches where there is no panel umpire, if one team provides an umpire but the other doesn't, that umpire will be entitled (but not obliged) to stand at the bowler's end throughout the match.
