The changes you voted in for 2019.

A summary of the key changes to the Constitution and Playing Conditions that were agreed at the 2019 AGM. It does not cover changes of an administrative nature.

CONSTITUTION

R3 – Composition, and R7 - Voting
• All clubs may now vote on any changes proposed to the Constitution.
• Where a change is proposed to a specific set of Playing Conditions, only those clubs who will be affected by those changes in the coming season may move on them.

R9 – Finance
• The deadline for clubs to pay their membership fee is now within 7 days of the start of the season.

PC9 – Promotion and Relegation
• Having agreed the general principle that 2 teams from the same club should not be playing in the same division, the AGM has charged the Executive to come back to the Council Meeting with proposals of exactly how that will work in terms of promotion and relegation between division 1 of Tier 3 and 4 and within the divisions in Tier 4. The rules for promotion and relegation for Tiers 1 and 2, and within Tier 3, remain as before.

PC11 – Cancelling and Conceding Matches
• If any team in any division concedes 5 matches within a season, they can be required to withdraw from their respective division and their results will be expunged upon their withdrawal. The Executive Committee has an overriding discretion to waive, suspend or modify this sanction, in appropriate circumstances.


PLAYING CONDITIONS – TIERS 1 AND 2

Over Rates and Points Deductions – Timed Games
• Any club that is subject to a penalty for slow over-rate should not only be advised of the penalty by the umpires on the day of the relevant match but will also receive a letter to confirm the position within 7 days of the relevant match. There is no right of appeal against the imposition of such a penalty – the umpires' decision is final.


PLAYING CONDITIONS – TIER 3

Schedule 8 (limited overs) – rounds 1 to 4 and 14 to 18
• All matches: will start at 12pm; will consist of 100 overs (with a maximum of 50 overs per innings); and will be subject to the Golden Half Hour.
• Uninterrupted matches should finish at 6.50pm. However, for the purposes of calculating the Duckworth Lewis par score, where play has been interrupted and the Golden Half hour therefore applies, the scheduled finish time will be 7.20pm.
• In the event of any interruption to play, 2 overs will be deducted from the number of overs to be played for every 7.5 minutes of play lost due to that interruption.

Schedule 9 (timed games) – rounds 5 to 13
• All matches: will start at 12pm; will last a minimum of 100 overs (with the team batting first being entitled to bat for up to 55 overs); and will finish either at 6.50pm or whenever the minimum allocation of overs has been bowled.
• In the event of any interruption to play, 2 overs will be deducted from the number of overs to be played for every 7.5 minutes of play lost due to that interruption.


PLAYING CONDITIONS - TIER 4

Premier and 1st Division
• All matches: will start at 12pm; will consist of 100 overs (with a maximum of 50 overs per innings), and will be scheduled to finish at 6.50pm. In the event of any interruption to play, 2 overs will be deducted from the number of overs to be played for every 7.5 minutes of play lost due to that interruption.

Divisions 2 and 3
• All matches: will start at 1pm (save for weeks 17 and 18, where they will start at 12pm); will consist of 90 overs (with a maximum of 45 overs per innings), and will be scheduled to finish at 7.15pm.
• In the event of any interruption to play, 2 overs will be deducted from the number of overs to be played for every 7.5 minutes of play lost due to that interruption.

Divisions 4 and 5
• All matches: will start at 1pm (save for weeks 17 and 18, where they will start at 12pm); will consist of 80 overs (with a maximum of 40 overs per innings), and will be scheduled to finish at 6.30pm.
• In the event of any interruption to play, 2 overs will be deducted from the number of overs to be played for every 7.5 minutes of play lost due to that interruption.
